Dai Yulin and his delegation inspected and reviewed the critical control points in the enterprise's baijiu production process, including ingredient preparation, saccharification, fermentation, brewing, bottling, storage, as well as process control and factory inspection procedures. They also briefed the company’s leadership on the key components and requirements of implementing the "Two Responsibilities" mechanism for food safety. Dai Yulin emphasized that, with the full support from the Panzhou Municipal Party Committee and Government, local party committees and governments, and the industry and information technology departments, the Market Supervision Administration of Liupanshui City, together with its counterpart in Panzhou, will provide robust assistance and guidance tailored to the company’s specific needs. This support will help the enterprise comprehensively upgrade and modernize its facilities, ensuring it meets all the necessary criteria for obtaining a food production license for baijiu products—ultimately paving the way for the company’s growth and helping it overcome existing challenges. Dai Yulin underscored that the company’s top executives must take full responsibility for food safety within their organization. They should actively back and empower the Food Safety Director and Food Safety Officers to effectively carry out their duties. Additionally, companies are encouraged to establish and rigorously enforce daily monitoring, weekly risk assessments, and monthly coordination systems, strengthening risk management and ensuring the implementation of the "Two Responsibilities." After all, product quality and safety remain the cornerstone of sustainable development. Meanwhile, Dai Yulin highlighted the importance of brand-building, stressing that a strong brand can serve as a powerful engine driving high-quality business growth. Established in 1967, this winery boasts a history spanning more than 50 years. Emerging from the "Third Front Construction" era, the Panzhou City No. 2 Winery has continuously strengthened its Party-building leadership, driving substantial business growth and achieving steady sales increases for many consecutive years. Located in Panguan Town, Panzhou City, the winery sits between the Sanjiaoshu Mine and the Yueliangtian Mine of Panjiang Coal & Electricity Group. It employs the traditional solid-state brewing method, using six types of grains to craft its signature product—known as "Six-Grain Panjiang Liquor"—with an annual production capacity reaching 420 tons. The establishment of this winery is deeply intertwined with the legacy of the "Third Front Construction." “During the Third Front Construction period, the winery was built right between the Sanjiaoshu Mine and the Yueliangtian Coal Mine,” explained factory director Su Feng. “At that time, miners working underground were often exhausted and exposed to damp, chilly conditions. Building this winery provided them with access to high-quality liquor—helping to relieve rheumatism, dispel coldness, and boost their body heat.”
